These kits are available in well-stocked hardware stores and cost under $15. Place the track around the window opening outside the perimeter of the screen (it's not necessary to remove the screen), and install the vinyl, securing it to the track. You can buy a storm-window kit, which typically consists of an adhesive-backed track and a clear vinyl insert. The fact that jalousie windows do not seal well also can be handled. If not, simply screw the clips back in their original positions and replace the screen. You may need to drill new holes for the screen-holding clips. Once you have installed the security screen, replace the regular screen over it. For an average 3-foot-wide window, use at least four screws and washers on each side, plus three on the top and three on the bottom. Position the security screen against the metal window frame and mark screw positions. Remove the existing screen and the clips that hold it. Buy some self-tapping metal screws and metal washers.
